Reseda is in the City of Los Angeles, so LADBS issues the permit. A heat pump water heater and HVAC swap are usually permitted together, with one final inspection.
Reseda homes are LADWP for power and water and SoCalGas for gas. If both your furnace and water heater move to heat pumps, some homes can close the gas account entirely.
LADWP pays per square foot to replace grass with water-wise landscaping. It pairs well with a new paver walkway or patio, but needs pre-approval before any grass comes out.
A heat pump water heater needs space and airflow, usually in the garage. We check the location, power and drain before recommending one.

The LADWP lawn replacement rebate covers water-wise planting, mulch and drip irrigation. Hard surfaces have their own rules. We plan the design so the eligible areas are clear before you apply.
